The Ins & Outs Of Deer Park City Council

For the first time in over 20 years, three new Councilmembers have simultaneously taken the oath of office. Former Councilmember Hellen “Dee” Cragun first took her position in 1997, lost her reelection attempt last year.

Just before taking the oath of office, Billy Costello asked his wife to hold a bible for him to place his hand on while reciting the oath. Councilmember Costello is joined on the council by Councilmembers Diane Pfaeffle and Fred Senn. Councilmember Costello was selected as Mayor Pro Tem, who fills in for the Mayor in case the need should arise. You can view a video of the meeting on our YouTube Channel at: DPGazette.com/aawyg.

With a record of 26 years, Former Councilmember Hellen “Dee” Cragun has served the city with dedication and represented the city in a wide range of governmental committees. During the meeting, she was showered with praise. She was also given a wooden clock with the Deer Park City limits etched on its face and a winter jacket with an embroidered city logo. Also leaving the council, both Caleb Stapp and Naomi Diaz had chosen not to run for reelection last year. Still on the council, Jason Upchurch and Heather Newsom are tied with the most experience, two years each.

A life spectacularly lived

Denette Leeann March was born on 08-21-2002 to Lonnie and Tracy March in Spokane, WA. She grew up in Deer Park, WA where she spent her childhood on her family dairy goat farm and Animal rescue, traveling extensively and enjoying all things school with an influence in FFA, 4-H , and production.  

In all the cracks of Denette’s life from 6 years old to shortly prior to passing she was an avid and passionate concert attendee and traveler, in her short time in this life she traveled to 15 countries with some of her favorites destinations including Ireland, London, Hawaii, Belize, New York, Forks, La Push, Montana, and countless Caribbean islands.

Fred R. Miller

FRED R. MILLER,  passed away at home on Jan 14, 2026.  Fred was born in Spokane WA, on April 4,1944.   He grew up in Spokane attending Central Valley High School until his senior year, graduating from Deer Park High School in 1962.  Fred enlisted in the Navy out of high school, spending time in San Diego and Annapolis. He later graduated from WSU with distinction.
